The custom permalink structure in wordpress relates to this:

The permissions stuff relates to accessing your server directly and &quot;opening&quot; permissions on the files or archives.  This might sound complicated but so long as you already have FTP access its dead easy.  You simply find the file you want to edit, right click on it and check its permissions and then change the number in the window to 755. A more in depth post is available here:

Again, it can be pretty heavy reading if your not familiar with things but I would encourage you to take your time to understand what its significance is!
